The Counterterrorism Partnerships Fund provides support and assistance to foreign security forces or other groups or individuals to conduct, support, or facilitate counterterrorism and crisis response activities in countries in the area of responsibility of the U.S. Central and Africa Commands pursuant to section 1534 of the National Defense Authorization Act for Fiscal Year 2015. The Secretary of Defense has the authority to transfer the funds provided to other appropriations or to be merged with and to be available for the same purposes and subject to the same authorities and for the same time period as the appropriation to which transferred. The transfer authority under this heading is in addition to any other transfer authority provided elsewhere in this Act. In addition, these funds available under this heading are available for transfer only to the extent that the Secretary of Defense submits a prior approval reprogramming request to the congressional defense committees and the amount provided under this heading is designated by the Congress for Overseas Contingency Operations. And finally, the Secretary of Defense shall comply with the appropriate vetting standards and procedures established elsewhere in this Act for any recipient of training, equipment, or other assistance. The National Defense Authorization Act for Fiscal Year 2017 extends the authority to FY 2017. It also limits the purpose of the fund to improving the capacity of the U.S. military to provide "enabling support to counterterrorism and crisis response undertaken by foreign security forces" and eliminates the requirement for semiannual reports.
