Overview of Assistance

The U.S. government often appropriates assistance by region instead of breaking it down by individual countries in order to allow for flexibility in funding and to address regional concerns. Middle East and North Africa Regional (MENA) designates assistance appropriated as a lump sum to multiple countries in the Middle East and North Africa region – excluding Turkey.

The Economic Support Fund (ESF) totals to Middle East and North Africa Regional combine ESF assistance given through a variety of initiatives, including: “Middle East Democracy” (2000-2003), “Middle East Fact Finding” (2000-01), “Middle East Multilaterals” (2000-2015), “The Middle Partnership Initiative” (2002-2015), “Middle East Regional Cooperation” (2000-2015), “Middle East Response Fund” (2011), “Near East Democracy” (2009-2015), "Middle East Initiative (2013-15), “The NED Muslim Democracy Programs” (2004-05), “the U.S. North Africa Economic Partnership” (2000-2003), “USAID Middle East Regional” (2008-2015), and the North Africa portion of the “Trans-Sahara Counter-Terrorism Partnership” (2009, 2010 and 2012-15).

Security assistance to Middle East and North Africa Regional is comprised of assistance through Nonproliferation, Anti-terrorism, Demining, and Related Programs (NADR) and assistance to the North Africa portion of the “Trans-Sahara Counter-Terrorism Partnership (TSCTP).” TSCTP received funding through the NADR (2009 and 2011-2014) and International Narcotics Control and Law Enforcement (2010-2015) programs. For 2015 funding, the administartion also requested INCLE fudning through a "Middle East Initiative Contingencies" account.
