The Overview Book has been published as part of the President’s Annual Defense Budget for the past few years. From FY 1969 to FY 2005, OSD published the “Annual Defense Report” (ADR) to meet 10 USC Section 113 requirements. Subsequently, the Overview began to fill this role. The Overview is one part of an extensive set of materials that constitute the presentation and justification of the President’s Budget for FY 2018.

The Counterterrorism Partnership Fund is a new initiative first announced by President Barack Obama in 2014 at the Naval Academy. His initial request was for $5 billion split between the Department of Defense and the State Department. Congress has failed to provide the full request each year, but has continued to provide significant funds toward the new program. This report is produced by the Department of Defense and provides information on the Defense Departments request for the program.

 GAO was asked to review U.S. support to the governments of Belize, Guatemala, and Mexico to stem firearms trafficking across their shared border. This report examines, for these three countries, (1) the activities undertaken by U.S. agencies to build partner capacity to combat firearms trafficking and the extent to which they considered key factors in selecting the activities and (2) progress the United States has made in building such capacity. GAO analyzed program documentation and conducted interviews with U.S., Belizean, Guatemalan, and Mexican officials. To examine progress, GAO selected a nongeneralizable sample of eight key activities based on a number of factors, including whether the activity addressed firearms trafficking.

The 2014 Caribbean Border Counternarcotics Strategy articulates the U.S. framework for reducing the threats associated with drugs at the border and is guided by the following strategic goal and six strategic objectives: 

  1. Enhance intelligence and information-sharing capabilities and processes associated with the Caribbean border.

  2. Interdict illicit drugs and drug proceeds at and between U.S. ports of entry in the Caribbean.

  3. Interdict illicit drugs and illicit drug proceeds in the air and maritime domains in and around the Caribbean border; maximize evidence and intelligence collection to support criminal investigations leading to associated and higher echelon networks.

  4. Disrupt and dismantle transnational criminal organizations operating in and around the Caribbean border.

  5. Substantially reduce the level of drug related violent crime in Puerto Rico and the U.S. Virgin Islands.

  6. Strengthen communities and reduce the demand for drugs.

The Organization of American States (OAS) is the oldest multilateral regional organization in the world. It was founded in 1948 by the United States and 20 Latin American nations to serve as a forum for addressing issues of mutual concern. Over time, the organization expanded to include all 35 independent countries of the Western Hemisphere (though Cuba currently does not participate). The organization’s areas of focus have also shifted over time, evolving in accordance with the priorities of its member states. Today, the OAS concentrates on four broad objectives: democracy promotion, human rights protection, economic and social development, and regional security cooperation. It carries out a wide variety of activities to advance these goals, often providing policy guidance and technical assistance to member states.
